The short answer

TexasSure is an electronic verification database created under Transportation Code chapter 601. Law enforcement, registration offices and — since House Bill 1693 — justice and municipal courts query it directly. There is no published notice-and-fine ladder: you find out at the traffic stop or at renewal.

Drivers who have moved to Texas from certain other states sometimes expect a warning letter before anything serious happens about insurance. That expectation is reasonable — several states do work that way. Texas does not.

What TexasSure actually is

TexasSure was created under Texas Transportation Code chapter 601, subchapter N. It is a partnership between the Department of Insurance, the Department of Public Safety, the Department of Motor Vehicles and the Department of Information Resources.

It is a lookup database. Local, county and state law enforcement and vehicle registration offices query it to check whether a registered Texas vehicle carries liability insurance. Since House Bill 1693, justice and municipal courts can query it too, through the DPS-managed law enforcement telecommunications system.

What it is not

It is not a mail programme. There is no published sequence of notices with escalating fines, and no 30-day window to respond to a letter. If you are searching for the deadline on your Texas insurance verification letter, you are probably thinking of a different state's system.

In practice that means the moment of discovery is a traffic stop, a court appearance, or a registration renewal. Which is a worse place to find out than an envelope.

The VIN problem

This is the single most useful practical tip on this page, and it comes from TexasSure itself.

When you get your insurance policy, check that the VIN on your vehicle is the same as the one on your policy and vehicle registration. Let your company know if the numbers don't match.

A mistyped vehicle identification number is a common reason a genuinely insured car reads as uninsured in the system. You did everything right, you are paying premiums, and the database still cannot match you to a policy.

How common is this?

As of September 2025, the Texas Department of Motor Vehicles estimated that 11.87 percent of Texas drivers were uninsured. If you are reading this because of a citation, you are not an unusual case.

Where the SR-22 comes in

Driving uninsured and needing an SR-22 are connected but separate. One no-insurance citation is a fine. Multiple convictions for operating without motor vehicle liability insurance is on the department's list of things that require a filing.

There is also a version of this worth checking before you spend anything: if you actually had coverage on the date of the citation, your carrier can send DPS a letter on company letterhead confirming it, by fax, email or mail. Allow 21 days for processing. You may not owe a filing at all.
